Bug with Council Mode between web and mobile

Hi team,

Council mode does not sync properly with web and mobile. If a council mode chat was created in web first, it presents as an empty chat in mobile. If council mode chat was started in mobile first, it presents as some encrypted nonsense (see screenshot).
